Prof. Dr. Anna-Bettina Kaiser, Assistant Professor of Public Law at HU Berlin, studied law at Albert-Ludwigs-University, Freiburg i. Br. After her first state examination, she participated in the LL.M.-program at Cambridge University. Subsequently, she completed her legal clerkship (Referendariat), including internships at the German Federal Constitutional Court and the European Commission in Brussels. She wrote her PhD thesis on discourses in public law covering the relationship between administration and citizen (Die Kommunikation der Verwaltung. Diskurse zu den Kommunikationsbeziehungen zwischen staatlicher Verwaltung und Privaten in der Verwaltungsrechtswissenschaft der Bundesrepublik Deutschland, 2009) and taught at Freiburg University, Frankfurt University and at the China university of Political Science and Law, Beijing.
